All of the Scandanavian Countries are near 100% I believe Sweden is 1. Norway 2. Denmark 3 Iceland 4 and then it starts getting much closer but U.S. Canada Western Europe are all quite close then it goes downhill from there.

The published literacy rates are not very meaningful because the UN standard is functional reading and writing at the grade four level. By that standard you can spell literacy as letiracy and still be considered literate. Other measures, such as the fraction of college graduates would be a better indicator of each nation's relative strength. Note that college standards vary around the world, so the value of that comparison is limited also.
