Okay...here's the real deal - The skin is composed of three layers (those can be broken down further actually, but for practical purposes we will say three) - The epidermis, dermis, and subcutaneous fat layer (sometimes called hypodermis.)
If the tattoo is in the epidermis it will disappear with skin cell renewal - this is where your "peeling" takes place. The dermis is the layer of skin where the ink needs to be. Pigment particles settle there and are happy little campers because they know their molecular structure is such that the macrophages cannot engulf them and take them out of the skin through its garbage dump system. Even if through sun or other factors the color lightens up a lot, the pigment molecules are still present and occupying space in the dermis.
When pigments are incorrectly tattooed into that lower fat layer, it is often why many tattoos look so cloudy in places - it is too deep.

Tattoos last for a very long time due to the staining effect of the ink used to stain the fat layer at the epidermus layer. Fat or lipid ready stains to many different colours but does break down for example dieting can cause fading as the lipid layer is metabolised to use as energy for the body which is partly the reason why they fade. The better quality tattoos use hygienically prepared materials & the skill of the operator ensures the tatoo lasts.

The hypo dermis is below the dermis and the epidermis. The live cells of the dermis die and become the dead cells of the epidermis.
Any colouring of the hypo dermis simply stays where it is unless some particularly unusual things happen and it moves.
Surgery easily removes tattoos but remember that every time a blade cuts your skin there is a "finite" chance of infection and serious illness.

A tatoo is ink that is injected under the skin and leaves it in there permantly unless removed by sergical means. If you ever accidently stabbed urself with a pen (me 3 times) u get an ink mark where u got stabbed and it doesnt go away. The skin heals over and seals it.

They do fade very slowly due to the sun and break down of the ink, but they are not exposed to air so they do last long time.
The ink is chosen because of how long it lasts.
People get tatoos repainted all the time to be fresh.
