If the inside of his eye is bleeding, there is nothign you can do except take him to an emergency vet...most cities have an emergency vet clinic that is open 24 hours...what city do you live in? If your city doesn't have one, drive your dog to another city that does! Even if you have to drive 3 hours, it is worth it.
If his eyes are just bloodshot, it could be for several reasons (lack of oxygen, coughing, stress, etc.). Still, Ithink you need to do an internet search and find the nearest emergency vet clinic

Are you sure it's blood? My dog's eyes turn red like that when he's sick (kennel cough) and running a very high fever and just looks overall pathetic because he feels bad. If you have baby aspirin give him 1/2 of one and if it's still red in the morning take him in. Something could be in his eye too irritating it, like when we get something in our eye.

Take it to the veterinarian. IMO, it should be able to wait till morning. But it could be infected and affect its vision. Its also no doubt painful so do the kind responsible thing and take it to a pet doctor. Its what you would want for yourself and I'm sure you want the same for your pet. Its part of responsible pet ownership.

24 hr. open vets - a dog hospital...
maybe something went into his eyes while running which hurt him and let his eye bleed...

look in the phone book there are 24hour vets open.
