on perfectly flat firing range, if a soldier holds a rifle 6 feet (1.8m) off the ground, and fires a bullet horizontally and drops a second bullet from his hand at the same height as the barrel of the gun, which bullet will hit the ground first?

The one from his hand hits first as, depending upon length of flat trajectory,
the bullet from the soldiers high velocity rifle will maintain it's height for a
small period of time; but most aren't true flat trajectories [the sights compensate for fall] and then they'd hit at the same time IF the shape of the projectile had negligible aerodynamic properties for lift.

I think it is a trick question, you would need to know the distance the bullet was going so you could calculate the time it would take to hit the ground.

the 2nd bullet will hit the ground first since the first bullet is going horizontal

I'd say it would be the bullet that falls from his hand. Chances are the bullet he's shooting may never make it to the ground...it may be embedded in the enemy's chest.
