Watch movies and television shows in English on DVD so you can hear how people really speak and learn some of the common expressions they probably won't teach you in a class. If you use a DVD you can put the subtitles on which helps a lot with English since it is not a phonetic language. That way you can see how the words sound and are spelled at the same time.
Also try to find an English speaking person who wants to learn the language you speak, the two of you can teach each other. Go out for lunch or something and speak English for the first half and your language for the second half. Practicing with a native speaker will work much better than practicing with someone who is also trying to learn English.

1) You better to join a course on speaking English, through the British Council Library. They have some on line programmes, which are of a very good standard.
2) Even otherwise also, you will be benefited by the membership in the B.Council. Borrow books and read. Initially for the pleasure of reading and indirectly for the purpose of improving your diction. If you want to speak well in Englishh, you should know the basics of Englis. Reading alone will improve your command over the language.
3) Listen to the English News Channels, avidly. Try to follow the programmes, from the point of learning the way they speak and communicate. Before long, you will be in a position to articulate your views, on any subject.

If you can take an English as a Second Language class, that will help. Also practise, practise, practise. Don't be afraid to make mistakes. This is how you learn. Just be sure that when you make mistakes, you learn the correct way to say things. If you can find someone to talk to on a regular basis in English, who can help you pronounce, help you with vocabulary, that will help you the most. My boyfriend taught me a lot of Spanish and I taught him a lot of English. Good luck!
