I'm not sure what everyone else is seeing but "barrier to contraception" is any reason why a person can not use contraception. For oral contraception this includes past history of DVTs, estrogen induced cancer (breast or ovarian), frequent smoker, etc.

if its "barrier to conception" then it would be condoms, diaphragms, foam, etc
If its "barrier to contraception" then its the lack of self control
