There are several entities that have some form of control over water quality. The federal government sets certain guidelines that everybody must follow, but your state can set more strict rules to follow, if that is what they decide to do. Your best bet would be to contact your state's environmental department if you are looking for an overview of water quality in your state.

If you have a specific concern about the water in a certain location, call your local water utility and they will send somebody out to investigate and take samples.
