If the steam pressure gets too high, it has the ability to relieve some of the pressure without sending the energy to the turbine.

steam engines are powered by steam from boilers. All steam boilers have pressure relief valves that do not allow the pressure to rise above the boiler rating. The steam engine cannot produce any more than this maximum steam pressure rating allows.
