Taken out of context it's hard to tell, but it sounds like he thinks of you as his best friend (that's a good thing) perhaps as well as a lover, but I don't know your situation, so I can't be sure, obviously. If you really think this relationship is going to go anywhere, what he said is probably a compliment, but if this is not a serious thing, he probably doesn't think of you as a girlfriend, just another "one of the guys." In a good relationship you are friends as well as lovers; otherwise, after the lovey-dovey infatuation stage ends, what else is there to keep the love going if you can't be friends and have a fun relationship together outside of the proverbial bedroom?

It means your relationship with him is going no where in the boy/girl romantic thing.

At least that is what he is telling you...that he views you as a friend, sister, buddy etc.
