What is the process? I am wondering why because I know of one that was supposed too, did not, and for a million good reasons including being on land that is rare and it being one of, if not the last mostly intact versions of that land, should not be military.
The land is sacred to two groups, and the ecosystem is is on the top five "threatened and important"by many world preservation groups. Now they want to start bombing there....it seems nuts totally insane.
Any help...please...this means a lot to me.

The process for land turned over by the military is the sole responsibility of the receiver. Several of the bases I served at were turned over to the local county or town and they developed then into what was determined to be best for the local community. Some became prisons and some became trucking terminals and some were developed into airports.

In your case, start with your Senators and Congressmen while at the same time sell it to some radical environmental groups. If you can get the action going from both ends, something will happen.

When a base shuts down theres alot of options, it usually becomes "surplus goverment property". Most end up sitting abandoned since they are somewhat toxic by that point. The answer usually lies in what kind of deal the senator or congressman for that area struck ewith the DoD.

They would have to be closed by Congress due to funding.
