if you have to ask that question, than its obvious that somethings not right.
if yall were on the same page (which you should be if you are thinking about "making a move") than whatever was supposed to happend would have happend. you wouldnt have a problem making the move,because you would be confident in what you guys have(and vice-versa). you'd both know that when you make that move it wont be rejected (WHICH IS WHAT YOUR SO AFRAID OF,RIGHT?).
and a little advice for the future a real man would talk about "that move" with you before even considering to make it.

It's a judgment call in each individual case. Hopefully, you read the signs right and take the right actions. There is no rule that says the guys must make the first move.

Well, if he starts in on you, I'd say go for it. If he wants it, his body language will let you know. i wouldn't be too aggressive though. Just read to signs and you will know.
