You can definitely get you third class medical with restrictions. I worked at a flight school that sponsored a fly in in for partially and fully deaf pilots, from all over the world.

In the United States, you can get a sport pilot license with just your drivers license for a medical certificate. That's also the cheapest way to start flying. It's new, so not many schools are doing that yet. Talk to an aviation medical examiner about what level of FAA medical exam you can pass. He's the guy who'll give yout the exam and award you the medical certificate.

Mark, the answer to your question is YES.
To pass a third class medical (all you need for private pilot privileges) you just have to pass a whisper test using both ears .
I have nerve deafness in my right ear, and have a Private Pilot certificate with Instrument rating . Never been an issue as far as flying is concerned.
edit: to the response below...
I have NO restrictions, on my medical, except I must have corrective lens AVAILABLE for near vision. Dont HAVE to wear them , only am required to have them available if needed.am able to fly day or night, VFR, or IFR.
Even can pass the second class medical with deafness in one ear. Buy a good head set, and turn up the volume a bit, as long as you can communicate with ATC, its all good

Yes, there is even one US pilot who got his instrument rating and is deaf. He has to have a passenger who is qualified to use the radios, but in a lot of airspace there is not even a requirement to have a radio in the aircraft. Many vintage aircraft don't have electrical systems to run a radio!
