I saw Mr. Borge do this skit tonight and would like to read it. It's where he adds one to words that have numbers in them. I ate one too. Would become. I nine two three.

That skit is actually 'Inflationary Language' and not 'Phonetic Punctuation'. I don't know where you can find a written copy; however, running a search on a line or two from the skit might lead you to a webpage with a transcription.
