Well, from the guys POV i went through the exact same thing. I liked this girl alot, but she was just to young for me.
I suggest you tell him to Make his damn mind up, I sure wish that girl told me that. He either needs to stop pursuing more than friendship with you, or he needs to toughen up and go all in.

well... the real question would be, does he flirt with you more than other girls? even if other guys you know flirt with you a little, it could be you overreacting. :)
