Cafepress.com offers storekeepers a white dog t-shirt (I'm assuming this is a t-shirt FOR your dog, not a white t-shirt with a dog on it? lol).Storekeepers can buy their own merchandise.
The idea with Cafepress is that you put your own designs on the garments and then they produce them as they are ordered, but I don't see any reason why you can't set up a store and sell blank items to yourself. Or perhaps Cafepress will just sell you one...they're nice people, just ask.

Try EBay, there isn't much you can't get there, I hope you have PayPal it makes buying much easier....or just type in dog t-shirt in a Yahoo or Google search engine with you city and state and you will get fairly local results...or try "Shop Local" with your zip code, it will give you local stores and online stores.
