Means 'I want' but if he said to you 'te quiero' he possibly meant " I love you"
Anyway, 'te amo' is the right translation for 'I love you'

Depends on the context.

I WANT to sleep = QUIERO dormir

I LOVE you = Te QUIERO / Te amo

LIKE is "gustar", but if you use WOULD LIKE the meaning could be "gustaría" or "quisiera".

I WOULD LIKE to order. = QUISIERA ordenar. / Me GUSTARÍA ordenar.
