The travel book I am looking at says that you need a passport and a tourist card to enter the country. We are not using a travel agent, so what is a tourist card, do I need one and how do I get one?

It is usually a form given to you on the flight or when arriving at the airport just before you go through customs. It is nothing to worry about as far as arrivals go. It is a form of visa where what they are really saying is they want to welcome tourists in, but get you to pay a fee and stamp the date on it and give you a copy. It's usually less information than a US or Canadian Customs form.

BUT don't lose it. You usually need to turn in your copy when leaving the country and can be more expensive / hassle if you don't have it.

First off, where are you from and where are you going?
To travel to Europe you need a passport, but in certain countries like China and Australia and Brasil, you need a Visa. That could be what they are talking about. But I need more specifics as to where you are going, and from there I can tell you if you need a visa or not.
Visas are what you ask that countries Embassy for permission to enter their country. Like we do to Brasilians, Aussies and many other countries in the world.
