Umm...if you mean windows *hack**cough*vista*HACK**cough*, yes. It's available online on amazon, according to my research. I REALLY advise against getting it however. It requires a lot of RAM and memory on your hard drive. If it doesn't get that, it goes painfully slowly. DON'T get it, and spare yourself.

By new Windows, I'm assuming you mean Windows Vista. I don't think that they have the beta downloads open anymore, so you will have to buy it, either off their website, or at a store.

you can buy Windows Vista at any store that sells computers or computer related stuff such as CompUSA, Best Buy, Circuit City, or online at amazon.com, or lots of other retailers.
the upgrade pkg starts around $99 and goes up depending on the edition
