Let's just say that if God really does pay that much attention to humanity, She'd have to be pretty steamed about the "Christians" who think She'd destroy an entire population, young and old, Christian and not, to punish the city for being a party town.

No. According to the Bible James 1:13 says
When under trial, let no one say: 'I am being tried by God.' For with evil things God cannot be tried nor does he himself try anyone."
So no, God was not mad at New Orleans and he did not send a hurricane there to punish them.

In order to avoid accountability or responsibility we label some things as "Acts of God".
There have been some Acts of God, Sodom and Gomorrah and the Deluge of Noah's day come to mind.
In both cases, however, warnings were given. In Noah's case he preached to his neighbors for 40 years trying to get them into the ark.
This is not the case today with hurricanes, tsunamis, earthquakes, volcanoes or any other disasters in one place or another.
In fact, God does not want anyone to perish but wants everyone to have everlasting life.

No. Natural disasters are manifestations of nature, not the wrath of an unforgiving and revengeful God.
God allows these things to happen to make us stronger. Call me an overt optimist (or whatever else), but I can't make myself believe that God gives us a cosmic spanking every time we do something wrong.
