It would only have to be phoneticaly - such as "Privet" or "ochen"
How would I write this:

"Ah, yes, Nikolaev. I hear that this is a very beautiful city. How long have you lived in the U.S? ...
Yes, it is interesting. You've probably noticed that not many Americans speak a language other than English, even though our ancestors are from all over the world"

There could be some minor variations when spelling certain Russian sounds with English letters but any Russian person would understand it whichever way it's written. So here it is:

O da, Nikolaev. Ja slyshal, chto eto ochen' krasivyj gorod. Kak dolgo vy uzhe zhivete v U.S.? ... Da, eto interesno. Vy, verojatno, zametili, chto nemnogie amerikancy vladejut drugim jazykom pomimo anglijskogo, hotja nashi predki po proishozhdeniju byli iz raznyh ugolkov mira.

Notes:
1) I assumed that the letter was written by a man, so I used masculine forms of verbs. If it were a woman, the 2nd sentence would start: Ja slyshala...
2) Also, I used the polite form of "you", since the tone of the letter seems to be semi-formal and polite.
3) I left "U.S." in the original, as the Russian abbreviation doesn't look nice in phonetic spelling: SShA.
4) The last sentence had to be slightly modified to sound better in Russian, so my translation says literally: even though our ancestors by origin were from different corners/parts of the world.

The letter sounds nice otherwise. And I'm sure your Ukranian friend will be impressed by your knowledge of Russian once again! ;)
