You can download quite a few versions of Linux to your heart's content. Bazillion different flavors.
If you're talking about download flavors of Windows, the answer is no way, unless you want to it illegally, and that's where we part company.

Yes, you can download operating systems. While most of the time this would be illegal, you can download Linux which is a very good operating system for free. Linux, yes. You can download an iso of Linspire, Knoppix, or any other distribution you prefer and burn it straight to CD.
Windows, no. Microsoft is too irked about online distribution to let Vista be downloaded. Gotta go out and buy it. If you're asking about illegal distribution, I'm not going to answer that.
MacOS, I'm not sure.
