Hebrews - Chapter 12:7-11
7. Endure hardship as discipline; God is treating you as sons. For what son is not disciplined by his father?
8. If you are not disciplined (and everyone undergoes discipline), then you are illegitimate children and not true sons.
9. Moreover, we have all had human fathers who disciplined us and we respected them for it. How much more should we submit to the Father of our spirits and live!
10. Our fathers disciplined us for a little while as they thought best; but God disciplines us for our good, that we may share in his holiness.

Hi there. I've recently (purely just out of interest) searched the Proverbs for scriptures on 'discipline'. Here are a few of those:
Proverbs 3:11-12 "My son, do not despise the Lord's discipline, and do not resent his rebuke, because the Lord disciplines those he loves, as a father the son he delights in."
Proverbs 12:1 "Whoever loves discipline loves knowledge, but he who hates correction is stupid."
Proverbs 13:24 "He who spares the rod spoils hates his son, but he who loves him is careful to discipline him."
Proverbs 15:10 "Stern discipline awaits him who leaves the path; he who hates correction will die."
Proverbs 19:18 "Discipline your son, for in that there is hope; do not be a willing party to his death." (THIS ONE is, like, wow!)
Proverbs 19:25 "Flog a mocker, and the simple will learn prudence; rebuke a discerning man, and he will gain knowledge."
Proverbs 20:30 "Blows and wounds cleanse away evil, and beatings purge the inmost being."
Proverbs 23:13-14 "Do not withhold discipline from a child; if you punish him with the rod, he will not die. Punish him with the rod and save his soul from death."
Now, if someone were to only apply these scriptures to their child's upbringing, then the child may very well hate the father, religion, discipline, life and have no true joy. Whatever would eventuate, he wouldn't be a happy chappy, nor a well-rounded human being. He needs LOVE and other things. And you didn't ask for scriptures on discipline, but rather parenthood, and raising your children right. Therefore, I will get back to you and edit this with scriptures relating to how a father ought to raise his children.
Note: In the Bible, it will mostly just say 'son' although I believe that it often refers to 'child', but not always.

LOVE is the most important ingredient in bringing up children. 1 Corinthian 13:2 emphasizes that without love, even the gift of prophesying would be worthless.

Wow. According to most of the people answering this question, the answer is that the Bible says the best way to raise your children is to beat them into submission.
One more reason I'm no longer a Christian.

The bible says dont provoke them to wrath, it says if you dont chastise that theyll bring you shame when their older, and train a child in the way he should go and when he is older he will not depart from it.But nevertherless the children are to honor their mother and father.

Eph 6:4: “And, ye fathers, provoke not your children to wrath: but bring them up in the nurture and admonition of the Lord.” The best thing to do to be good parents to our children is to be examples of Christ to them.

Teach them the Lords way.correct them when they do something wrong a punishment but not to harsh.Show them love and also show them they must honor you.Show them to love the lord and they will learn to show you love.Just have patience and show him some trust at times and he wont be perfect but teach them to forgive and ask for forgiveness.Spoiling cause snotty children who learn nothing if you really love your child you will lead him to grow as someone respected.He chooses as he grows older of he wants christ or not if you raise him with the love of God than he will grow to be Great.Teach him wisdom and to pray.

(Proverbs 22:6) Train up a child in the way he should go: and when he is old, he will not depart from it.
(Pro 22:15) Foolishness is bound in the heart of a child; but the rod of correction shall drive it far from him.
