This is actually a really good question... and i think the answer will differ among those who actually believe and those who are unbelievers.

On the core beliefs of those who are believers, it is that God first divides those who are believers and those who are not believers... And the believer will always (even though he might sin more than a non-believer) be loved more than a non-believer... but he/she will still be judged for his actions.

See, a non-believer (in the believers point of view, which I am, so it kinda depends on your own personal beliefs) cannot go to heaven... whereas a believer, IF God will forgive his sins, will go to heaven.

Nowww... you intelligently used the word "skeptic" instead of unbeliever so this raises a lot of questions and based on those answers you would have to resort to religious jurisprudence... like if the person is honestly searching about God, not just somebody who doesn't care, and dies during his search, he (in most religions I believe) will die as if he were a believer.

There's actually a story about this, i will just give you the jist of it. An unbeliever is a very good person, but doesn't believe in God (or believes in multiple Gods) and he helps others and gives to orphans and all of that. When he dies tho, God sticks to his word and doesn't allow him paradise and sends him to hell, BUT.... God orders the fire to not harm him and sends him cool water and food from the heavens. So, he wont actually be one who will rest in heaven, but will not really be tormented in hell.

A skeptic. No doubt about it. A lying believer is a hypocrite. God does not like hypocrites. Jesus condemned Pharisees because they did not practise what they preach. God is a God of truth and love. He is merciful to those who seek him.

Honesty over lying - Hmmm, unless GOD is testing people which is why I can't understand GOD. GOD is too complicated. I am only human, while GOD knows all the interwoven threads of every ones lives.
How do we react to a liar? or to the honest person is probably what GOD is looking at. ????????
