Swim suit season coming up and my thighs aren't fat but running blrachers and doing squats really get you some muscel in your thighs.

Sure, lie on your side and lift the leg that's on the floor. Once you can lift it 100 times without stopping, add some weight. (A 1 lb. ankle weight would be a good start, then a 2 lb. one, etc.)

You keep your knee straight and lift as high as you can. The other (top) leg is bent at the knee and kept out of the way. My physical therapist had me start doing this years ago and I've got great legs.
