The best thing is to rinse w/ a mouthwash first, brush, then floss, then rinse w/ a Fluoride rinse. Brushing first gets excess off, flossing will essentially finish off cleaning your teeth. 40% surface area of your teeth are not cleaned by brushing alone.

Flossing after every meal is great, but only as long as you do not traumatize your gums. Be frequent, but gentle.

floss then brush
so all the gunk you get out with floss can be brushed away, if you floss after, all the stuff with just get stuck in your teeth again

I floss before I brush to loosen the debris before it gets brushed away. Plus it allows for the fluoride from the toothpaste to get to the spaces in between my teeth since they're not all covered in food and plaque. =)
