Good question. Gandhi mentioned the futility of passive resistance with Hitler. Perhaps Jesus would mobilize a peaceful resistance within the ranks of the warlord's army. If the warriors refused to fight, the warlord would give up and stop making war. The change would have to occur from the inside, and would be difficult.

Jesus doesn't deal with murderers or rapists either. We catch them, put them on trial, and punish them for their crimes.
