What terms do people use for upstate NY (other than "upstate")?

Upper NY or Northern NY

First off, define "upstate." If you mean Albany, that's not upstate. Central NY. Syracuse or Rochester? Western NY. Or the "Snow Belt." Do you mean the first hour or so outside of NYC (around the Hudson River area?) That's the Hudson Valley. If you go towards Plattsburgh (I don't know if you know where that is or not, it's a good 3 or so hours straight north of Albany) then that area is the Champlain Valley. Generally, the most Northern counties in NY (Franklin, Essex, Clinton, St Lawrence, and...I can't remember the other) are most commonly called the "North Country" by those who live there. Especially Franklin/Clinton/St Lawrence.

Because Upstate NY is really different from what people think of when they think of NY--they always think NYC. Upstate NY is a whole other world----open land, farms, trees lived there, done that, remember mowing the snow for months on end---beautiful though. Sure do miss it at times.

It depends on where you live.

The standard regions are:
Hudson
Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster & Westchester Counties

Capital
Albany, Columbia, Fulton, Montgomery, Rensselaer, Saratoga, Clinton, Essex, Warren, Washington (to the Canadian border along the Northway)

Mid-State
Broome, Chemung, Chenango, Cortland, Delaware, Hamilton, Herkimer, Madison, Oneida, Otsego, Schuyler, Tioga & Tompkins Counties

Rochester-Buffalo
Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Livingston, Monroe, Niagara, Ontario, Orleans, Steuben, Wayne, Wyoming & Yates Counties

HOWEVER,,,

When I lived on Long Island, anything north of Westchester county was either: "Upstate" or "The Catskills."

Now that I live in Rochester there are several other alternatives:

"The Southernteer" is a rather vague reference to the southwest quadrant of the state (from the Catskills to the Pennsylvania border.) It starts "somewhere south of the NY State Thruway."

Buffalo/Niagara Frontier
(Erie & Niagara Counties):

Chautauqua/ Allegheny
Cattaraugus and Chautauqua Counties

The Finger Lakes Region - (around the Finger Lakes)
aka: The Wine Region
Ontario, Seneca and Yates Counties

Rochester/Erie Canal/Genesee Valley/Letchworth
Allegany, Genesee, Livingston, Monroe, Orleans, Wayne & Wyoming Counties. (This region is broken up several different ways depending on EXACTLY where you live within the region.)

I live in Brooklyn and I call the area right above us 'Westchester County' (since it is) and everything above that I call 'upstate'. Sometimes I refer to the county that the town is in but I don't know all the counties. I call the whole western portion of NY 'New York State' since I'm not familiar with that area at all. Sometimes I say 'around Buffalo' or something.
