Similan Islands are definitely the best place to dive in Thailand. You'd need to do a liveaboard, typically 4 days - you can find good liveaboards that charge around $550 US all inclusive of food, scuba gear, etc. Similans are only accessible from November to May each year - the monsoon season makes it too rough for safe diving from June to Sept.

Phuket has many lovely dive spots, a couple are listed as among the world's best too. And there are a number of dive operators there. You can easily approach one and firm up a schedule when you get there.

phuket ...phi phi island... but now is monsoon season ..waves are high... also careful of natural disaster like tsuname...overall...phuket is v nice.
another recomendation would b koh samui...romantic n nice beach

yep.....take the plain to Saigon.......Vietnam is so good and unspoiled for diving.
