I supposed an alleged felony by the ticketing officer

This question does not make any sense. A crime is not made confidential due to a traffic stop. If a crime is charged and the person is convicted, the crime is recorded in the police computer record of the offender. A traffic stop is usually an infraction or a misdemeanor; however, if it results in arrest for a misdemeanor or felony,for some other crime, it is a public record--it is not confidential. Perhaps you can explain what you are asking?

I don't understand the question. If you are asking if a traffic stop can make a crime confidential, I don't think it can. If you are asking if they can find out about another previous crime when they check your record after having stopped you for a traffic violation I don't think there are confidential crimes on police records.
