How do I turn these files into dvds??? does anyone know?

depends what format the files are in either mpeg or avi , you will need a program like dvd santa that will convert the files into a format that can be burnt onto a disc and used in dvd players

If they're copyrighted you don't. In fact if they're copyrighted you shouldn't have even downloaded them.
