That is absolutely right. Most people are conditioned from an early age by one authority figure or another that such things do not exist...or that they are evil. Many people finally overcome this conditioning but they have great difficulty in reconnecting with those abilities. Some of us managed to avoid that conditioning and managed to retain at least some of that connection.
For those that can't get past the idea of those abilities being evil...reference The Bible, First Corinthians Chapter 12.

Spiritual powers relate to the Spirit Entity, our true self. They are natural and inherent but latent properties of every spirit. Anyone who chooses to do so can therefore begin to develop these faculties – clairvoyance, telepathy, astral travel, psychometry, clairsentience, levitation and others. They are our windows into the Spirit World, the True World.
However, because we are presently still in the very early stages of spirit evolution, their development is still in its infancy. Babies first crawl, before they can walk and run. So it is also with us spirits. Nevertheless even now, there are already many mediums and psychics among us who are able to manifest these powers.
As we go forward in our spiritual development, more of these powers will be developed in us. They are the tools that will enable us to understand the deeper realities. And the opportunities to render more service can be available.

We are all capable of being psychic...some stronger than others...just like any talent, skill, ability. What we do with it in a spiritual sense, is a measure of our own spirituality. When we have a talent it is important to get a good teacher to help unfold the basic for the seeker.

We are in essence the spirit made in the image of God. But this power, for most, has been clogged with the wrong notion of what we falsely identity ourselves from our true identity. In reality, we put our spiritual power unconsciously to work by the will of repeated thoughts and actions. Think negative thoughts and you'll have it soon.

Technically speaking yes, practically speaking many individuals current lives are focused in arenas other than spirituality, so development of their 'spiritual powers' is not on the priority list. This does not negate their lives, but their focus and development is 'elsewhere'.
For those who 'hear' the Calling..."the kingdom of God is at hand..."(within reach)
