According to the figures you gave me your current BMI is 22.1 which is right in range of 18.5-24.9 which is ideal weight. So by no means are you anywhere near overweight.
If you were to loose the weight you are looking for you would be at 19.1 which is still in the healthy weight range but pretty close to unhealthy imho.

Being 16 your body is still growing so I suggest that you maintain a healthy diet ensuring you are getting about 1700- 2000 calories a day.

I think seeing as you are in the ideal weight zone, that perhaps what you really need to do is start toning up and building muscel mass. This will help you burn more fat, and in addition help you feel better.

A simple exercise routine of yoga or pilates 3 times a week, and then walking to running 2 times a week, would probably be all you need to tone your body. You do need to remember that muscel weighs more then fat, so the difference will be visual not based on the scale. You can always add on more exercise when you get in the habit but developing a work out habit now will benefit you for years to come, especially when your metabolism slows down in your mid-twenties.
