He is probably just nervous, does he know you like him? if he does maybe it would be easier for him to ask you out then. Give him some time and see if he asks you out. maybe he's waiting for valentines day!! good luck

anyone can ask anyone out. if you want to go out - then go out. there are no rules and if you think there are rules then your staying home. just because you and he knows that the like is on - doesn't mean he knows how to date.
