There are no circumstances. It's just a name. King of Kings (or some literal parallel in various languages) is a lofty title that has been used by several monarchies (usually empires in the informal sense of great powers) throughout history, and in many cases the literal title meaning "King of Kings", i.e. Monarch elevated above other royal rulers in a vassal, tributary or protectorate position, especially in the case of Semitic languages, is conventionally (usually inaccurately) rendered as "Emperor".

it is written that Jesus existed before the world was,
but then again it says that Lucifer who became satan existed before the world was, and it also says that ALL THINGS were created by Jesus. but then again it says that BOTH satan and Jesus are called the morning star. Meaning they coexisted.
then it says that GOD is the FATHER of ALL spirits, and all the "HOST" of heaven was created and it was all Good.
then it says that Satan is god of this world, he is the ruler that has authority enough to make kings and rulers. so in a sense even satan is "a" king of kings.
but satans heirarchy is lower than the Son of God, the ONLY begotten, in fact men have a high authority even though they are just below the angels. therefore satan is a diety only by FRAUD and deceit, NOT LEGALLY like the creator and saviour Sent from the FATHER.
Jesus holds the legal title to the throne and rules in heaven, NO other name under heaven gives redeemed mankind the opportunity to approach His FAther and our Father.

Well, there was that time when he humiliated a haughty Nebuchadnezzar!

In the third year of the kingship of Je·hoi′a·kim the king of Judah, Neb·u·chad·nez′zar the king of Babylon came to Jerusalem and proceeded to lay siege to it -Daniel 1:1

After going insane and then being restored to his throne.............

"“And at the end of the days I, Neb·u·chad·nez′zar, lifted up to the heavens my eyes, and my own understanding began to return to me; and I blessed the Most High himself, and the One living to time indefinite I praised and glorified, because his rulership is a rulership to time indefinite and his kingdom is for generation after generation. 35 And all the inhabitants of the earth are being considered as merely nothing, and he is doing according to his own will among the army of the heavens and the inhabitants of the earth. And there exists no one that can check his hand or that can say to him, ‘What have you been doing?’"

Yes God is King, the Holy Ghost whom people speak is God, and the reason God is King is because he Rules, as ten commandments, templeship, priests and prophets, enreasoning why God is King. Stays like him forever. His Son is like it Lord of Lords King of Kings, and people might come to say they are the God the Holy Spirit and the Christ Son of God.
