The soviets came up with it. Mainly because the Czars were very religious and the last of their house are now saints. The soviets wanted to completely change Russia in every way shape and form, even in religion. The country had been at war and the people were living in poverty for decades. Lenin, the first russian communist leader saw changing the religion symbolic in this way.

About 6,000 plus years ago not long after Adam and Eve's expulsion from the Garden of Eden. As long as there's been man, there's been those who walked with God and those who didn't. The Bible tells some frightening things of those who didn't keep God in their knowledge. I can tell you where it ends! When a person realizes there is noself-made cure for their sins and that their hearts are on evil continually and that they are worthy of judgment. That brings about godly sorrow. Repentence from a broken and contrite spirit gets God's attention. He will have mercy on that soul and through the blood of Jesus Christ redeem them to Himself to fellowship with Him in His Holy presence. That and the end of the age when Jesus comes in the clouds will end all atheism "For it is written, As I live, saith the Lord, every knee shall bow to me, and every tongue shall confess to God. Mr. William J. Murray, raised in an atheist home whose evil (his own words) mother used him in a lawsuit to remove prayer from schools, converted to Christ at age 33. Madelyne, her younger son and Williams daughter were all murdered. Play with the devil and you'll get burned.

Everyone is born an athiest, with no belief in any deity. All religious beliefs are taught by the family or friends or by religious leaders. It is called indoctrination and mindwashing. Can do the same thing with about any concept. For over a hundred years or more, europeans actually believed that immersing themselves in water (a bath!) could cause them grave harm.

Everybody's always been atheists until thought and language became complex enough to entertain the notion of deities.
So it's theism that really 'started'; atheism has existed as long as consciousness.

that is a really good question! there really aren't too many humanists recorded historically in the milennia before Christ...and if you look through the centuries after Him, it's still the natural inclination of man to believe in some kind of God.

Probably at the beginning of human life, since we first just tried to survive and we didn't have any religions to believe in. In that sense we probably never believed in gods in that time until later.
