I came home today and was horrified to see my favorite roosters waddle hanging down almost to his feet. It was torn as though it had been peeled or fileted. I know I must cut it but I don't know how.
Please help.

Yea, right! It's a chicken, and a vet visit is over $200. Everything done to a chicken is "do-it-yourself" stuff.

You need a vet to take care of this injury. This is not a do-it-yourself project.

You can't trim waddles there are to many blood vessels. A trick we learned when our rooster was attacked by a weasel ( he lost an eye and was ripped open in half a dozen pieces)
We had some amoxicillion (in capsules) We open one of these and sprinkled the antibiotic over the wounds and in the socket. The rooster recovered within a week and lived a long life. Your right about the vet though, we took a sick hen to him once and his remark was "it's just a chicken" If you can't find any penicillin there's a good chance he'll heal on his own. To cut the waddles would be too traumatic he's trying to get over the shock of the first injury. Good Luck!

My husband just used sharp scissors to trim our roosters, they will bleed alot but will be ok. he must have gotten in a fight with another rooster because that is what they go after. It may be wise to have someone else to hole the rooster while you do this.

Get a pair of very sharp sissors and just cut it off where it connects with his neck. It will bleed alot so put some baking soda on him to stop the bleeding.
