how can I find somebody from Israel if I only know their last name?

I have actually done this after losing a friend I knew 20 years before. I went to the City library and did a search of the Voting registers and the phone books took the names and addresses and wrote lots of letters I actually found the prson i was looking for.
Online sites don't hep much as they are often written in Hebrew.
