if you are talking about paste like glue you need to use flour and water. just start with a good amount of flour and add a little water at a time until you get it the way you want it.
if you are talking about sugar and water glue, i don't know, never heard of it. sorry.

do you want to use it as a glaze. the best way to do that is to mix water, drop by drop into the confectioners sugar ( you may also use milk or heavy cream) if you are glazing a plain cake, use a little vanilla. you may also use juice with this glaze, for a lemon cake...anyway, add it by the drop and blend. stop adding liquid when it is very stiff, but still able to be stirred. heat it in the microwave for 15 seconds and stir. this should be the right consistency to pour or drizzle. work fast, because when it dries, it can't be corrected. the glaze has a beautiful sheen and great flavor.

Royal Icing
This smooth, hard-drying icing is perfect for making decorations that last. It is also useful as a "cement" to fasten decorations together. Royal icing is edible, but not recommended for icing cakes.
Ingredients:
3 Tablespoons Wilton Meringue Powder
1 lb. (4 cups) confectioners' sugar (about 1lb.)
6 Tablespoons warm water*
Beat all ingredients until icing forms peaks (7-10 minutes at low speed with a heavy-duty mixer, 10-12 minutes at high speed with a hand-held mixer). Recipe makes 3 cups.
NOTE: Keep all utensils completely grease-free for proper icing consistency.
* For stiffer icing, use 1 tablespoon less water.
**When using large countertop mixer or for stiffer icing, use 1 tablespoon less water.
