well it means he's interested in you but shy. You might have to make the first move if he doesnt. Maybe he wants you to notice first or send feedback

its like watching a car wreck, you just cant take your eyes away. He likes you! I know that when I sneek peeks at girls, its because I think they are hot, and I am hoping to catch them looking back at me. He is looking, because he wants to know if it is ok to approach you. All guys know that if a woman responds to you looking at her, then maybe it would be ok to talk to her. Surprise him and just say " hi, I saw you, and I thought it would be nice to know your name.".

I think that he maybe is in his own world, cuz i know i am. I love to look at people. I like it. O.K. HE might be weird.

i have the same problem. he probably likes you, but is to shy to admit it. This is his wayy of telling you without really telling you.
