Start shopping through photographer's websites to narrow down your search. Then arrange a meeting in person. First, see if you click with them. If they don't seem personable, then move on. You don't want to spend your wedding day with a jerky photographer.
Then look at their work. Ask to see at least one album that shows an entire wedding, not just a "greatest hits" album. If you like photo-journalism type shots and their work is mostly posed, then look some more. Ask for some recent references.
Make sure the person you talk to will be the one who actually shoots at the wedding. How many people will shoot? How many hours coverage? How many prints? Images on CD or DVD? Albums?
A good wedding photographer will also ask you some questions to find out your needs.

Prices & what you get in your packages. Parent albums were on the top of my list & several packages don't include those, at least in my search.
How much time they give you...do they give you a set time or are they there for the whole event with no time limits?
Past work, to see if their pictures are my taste. Some people had wedding photos that looked more like school photos, so I stayed away from those.
How many pictures will they take? Are the proofs included in the packages? I wanted all my proofs, again, some places didn't offer that unless I paid extra.
If you pick this person, will THEY come to the wedding or will they sent someone else who works for them?
That's all I've got off the top of my head.

Price is number one. I'd also ask to see other people's pictures to see the quality of their work, I'd look at two or three different weddings, I'd also ask for phone numbers of different customers so you can find out what their experiences were. When going pro it's buyer beware...I know two people who got bad photos from a pro..one couples were so blurry that you could not see who the people were, the other the photographer stood in the balcony and the wedding party were looking up at him and you could see up their noses.

2. How many weddings does he do?
3. Price list?
4. Packages?
5. Are they competitive - will they negotiate their prices?
6. Make sure you know exactly what they are going to cover on the day & what exactly you will be paying for.
