The water here as it runs out is turbid in appearance and on leaving for 15-20 seconds turns clear. Seems to be on the hard side. What is expected is that if by way of a simple filter fitted to the tap one can obtain good potable water near to mineral water quality.
Also the same need to be simple for an housewife to fit and maintain will be much appreciated.
Details of where available, approximate cost etc., are welcome. Thank you.

If the turbidity is white and milky looking, it is only air bubbles suspended in the water (likely from a mesh insert in the tap) and is not an issue at all. In fact, originally those were introduced to improve the taste of water by adding in oxygen.

If you are worried about water hardness, it depends on whether the taste bothers you. If it doesn't bother you, than there is no issue. If it does, a simple filter like a Brita pitcher ($20, $5-10 for filters per year) works well, as the water passes through an activated charcoal filter, removing most of the tastes or discolourations.

I have never used a tap-fitted filter, so I can't vouch for them, but I would assume they would work equally well. Check Bunnings, Meyer's, Retravision, Harvey Norman or any other store that sells whitegoods.

The best thing to do is to have the water company get a water sample from your tap, they will give you the results ( this will determine what filtration will work for your home ) Take the results with you to a couple of plumbing supplies stores and get their advice.

Sounds like you have air in your line. If you want the water tested, call your local water utility (assuming you are on utility and not a private well) and have them come out for samples. The results of their tests will help you decided what you need to do.
