All teenagers are at risk of pregnancy if their parent's do not care what they do and let them run wild. If people had enough sense to get on birth control then teenagers wouldn't be getting pregnant.
I put part of the blame on parents that do not know how to teach their kids anything valuable in life and the other part of the blame is the teenager themselves for being so stupid to not use any type of birth control.
Teen pregnancy is a shame if you ask me.

Everyone. Poor kids, rich kids, smart kids, kids with protective parents, kids with absent parents, everyone. One time is all it takes and birth control is not 100% effective. And to the person who said "teen girls" I could pop you one. That line of thinking is the reason why most teen moms are single teen moms. Teen pregnancy is just as much the boys fault and responsibility as it is the girls.

Early sexual behavior among teens may be influenced by many complex factors such as poor quality family relationships, non-voluntary sexual experiences, poverty, lack of supportive adult role models, and negative outlook on the future. These influences may also interact with other factors such as substance use, risky sexual behaviors (e.g., multiple partners, poor contraceptive use), and low academic achievement.

ANY TEEN that chooses to have unprotected sex. It's Russian Roulette in other words, why risk it?

Teenage girls, and it does not matter the race or economical class of the girls.
I just wish that teenage boys and girls would realize that they are not ready for sex so we would have less babies being born out of wedlock to teenagers who are not capable of raising children.
Might cut down on the number of teenagers contracting HIV and other sexually transmitted diseases also.
Don't know what it's going to take to get through to them (teenagers).
