I would think you have to go to the Indian Consulate, as your country of citizenships issue passports

Just go to the Nearest Indian High Commission and thats all..you will just fill out an application...plus few photographs..pay the fees and thats all...but yeah just hold on to the receipt given by the high commission as if you are asked to produced you passport anywhere u can use that as an proof that you do have legal status and your passport is in the high commission in a processing path.

go to the indian embassy,which is near to you,you can get it renewed.
