It is a driver's responsibility to avoid ALL pedestrians. When you are driving how could you tell if a pedestrian is deaf? Do you expect htem to were a sign? Your other question I guess is about bicycles, Bicycles are considered vehicles in most states and the riders are expected to comply with the traffic laws. Are there statstics on how many bicycle riders were killed by drivers while complying with traffice laws?

Probably not as many as the pedestrians or cyclist killed by "blind" drivers.
