Yes, in AZ you can carry a pistol openly at age 18. Just use a normal belt holster - most people won't notice anyway. You have to be 21 to apply for a CCW license in order to carry concealed.

to purchase a handgun you must be 21. to take the weapon anywhere besides your home or a pistol range you either have to get a 'carry permit' to have it in a holster, or a 'concealed weapons permit' to have inside your pocket. each of which requires a fee and target training. the place where you purchase the gun should be able to provide you with information on how to obtain these permits.
