You don't - they measure different properties, distance and frequency.
If you are asking how to convert a wavelength of 1mm into Hz, Hz is in units of -sec (per second) so, assuming an electromagnetic wave at the speed of light:
3 x 10**8 m/sec / 0.001 m = 3 x 10**11/sec
= 300 GHz

I haven't looked at the other answers yet but I am expecting some exciting ones. I must imagine that you are talking of a wavelength of 1mm but perhaps I am wrong and will be shown up as an idiot. To get the frequency is not difficult you divide the wave length into the speed of light getting the units right. I am not doing the calculation as you should do some of your home work.

Is 1mm the wavelength?
If so, you divide the speed of light by the wavelength to get the frequency.
1 wavelength in millimetres = 2.99 x 10^11 Hz

You can't convert 1mm into Hz because they do not
represent same dimensions.
With mm we measure length.
With Hz we count the number of times of something that occurres periodicly in one second.

f = C / m
where f = frequency measured in Hz
C = 3x10^9
and m = wavelength of the signal measure in metres
so to resolve your problem of 1mm;
Firstly covert into metres i.e. 1mm = 0.001 metres
f = 3x10^9 / 0.001 = 3x10^12Hz (or 3 000 000 000 000 Hz)
