you just say "That's what SHE said" after anybody says anything remotely suggestive...
like if somebody's moving a couch into their house and it won't go through the door and they say "it's too big... it won't fit"
you say "That's what SHE said!"
and everybody has a good laugh
(kinda lame, I know)

usually, it is used as a smart answer to a question or statement that can be misconstrued as sexual due to the use of double entendre. For example, think of two guys talking:
1st guy (talking about a hotdog): Dang, that is so big, I don't think that I could fit all that in my mouth.
2nd guy: thats what she said!
or:
1st guy (talking about an elephant at the zoo): Damn, that thing is massive!
2nd guy: That's what she said!
See, its the 2nd guy who is claiming that he has heard what the first guy said in past conversations with his dates/girlfriend/wife, although the meaning is different. Usually, guys use it in response to any statment that can be changed to reflect size, longevity, or number of encounters. Try it sometime, and get a chuckle out of your friends. However, I wouldn't use it with a girlfriend, mother, female boss or grandmother.
