flip the first switch and leave it on for a few minutes. then flip it off and turn on the second switch. then go upstairs. if the light is on its obviously the second one, if it is off but the bulb is warm it is the first one and if it is off and the bulb is cold it is the third one

Flip one switch and leave it on for five minutes, then flip it off. Immediately flip on a second switch and go upstairs. If the light is off, then check the bulb to see if it's still warm. If it's cold, then the switch you haven't flipped yet is the one that turns the light on.

If it's on, then the second switch turned it on. If it's off but warm, then the first switch turned it on.

I'm assuming that there is an upstairs connected to the downstairs apartment, and that this isn't a trick question in which you didn't make that clear.

BTW aliterit changed his answer to match mine, which I find offensive.

Turn any one switch to the "on" position for 5 minutes, then turn that switch "off". Quickly turn any other switch to the "on" position and run up stairs. Feel the two lights that are "off". One of them will be "hot" because is was "on" for 5 minutes. Obviously the "hot" bulb is controlled by the first switch you turned "on". The light that is currently "on" is controlled by the switch you last turn "on". The "cold" bulb that is "off" is controlled by the only switch left. When solving problems we often need to use all our senses.

turn two switches on and wait a few minutes, then turn one off. Go upstairs and if the light is on, you will know that the switch you left on is correct. If all the lights are off, but the bulb is warm, you will know the swich you turned back off is correct. If the bulb is neither warm or on, you will know the third switch is correct.

throw a lot of water on the switch box, and try each switch!

The one that gives you a shock is it!

(added afterward: I had to get that in. You could always take off the coverplate, and check the wires. Or, turn two on, go up. If it is off, you know which one it is, if it is on, it has to be one of the two ones left on. Go back down, turn one off, and look up the stairs to see if the light went out. If it helps, put your camera phone on upstairs, video the light, and then flick each switch in sequence.)
