Hey Wrongly Accused Uncle,
Good question. If the person you are looking for does not have a Listed phone number in the USA, services like Intellius.com apparently know how to get that information, and they are smart enough not to tell me.
So, I use the following tactics when looking for someone:
Try ZABASEARCH first. If it takes me to Intellius, then I use the information the shows for Location on the person in the White Pages. Sometimes this works. Also, there are a host of other places to look.
I put a couple extra sites in there for you, you probably saw them all before anyway.
