Yes, it will still grow. The dye 'damages' only down to the scalp. The root is not affected.
As for the damage, it actually varies between diffent people. Some peoples hair seems unaffected by dying it, while others it is not something they should do. Only you can decide.
Also, you should not dye your hair too often. This will help to limit damage. Also, use a good conditioner to help repair your hair.

It will still grow. It's the current hair that is damaged, not the root, when you dye it. I, personally, don't recommend coloring your hair. I colored my hair since I was 14 years old. Last year around this time, I decided to stop because the damage was insane. I colored my hair every two months or so, like clockwork, or whenever I wanted a different hue. I use to have such beautiful auburn hair but now it's plain old dark brown. I believe excessive hair coloring is the cause of that. But, my hair continues to grow so you should be okay in that respect. If you truly care about the health of your hair, don't dye or perm it.

YES your hair will still grow. I've died mines allot of times. I still have hair on my head, and as long as you get the right shampoo and conditioner your hair won't be as damaged.

yes it will still grow.
that only if you dye your hair a lot that cause damage. it just drys your hair out really bad. if you dye your hair a lot you should use a really good hair treatment conditioner.
i dye my hair twice a year, and i find that it makes my hair smoother after i dye it. so it may be different for different peoples hair types.

Yep, it'll still grow, about a half inch a month. If you want it to grow faster & be real pretty, take prenatal vitamins...they're in no way bad for you....Good Luck.
